Tyres 'stabbed'
Police said they understand the silver Commodore may have collided with several other vehicles before the incident.
Wayne Small lives on Skew Road, about a two-minute drive from the Bayswater Hotel, and said he heard a car screeching around his corner late Tuesday morning.
Mr Small said he saw a silver Commodore crash head on with a parked black utility on the residential street.
"The guy in the silver Commodore, he got out with a machete and started threatening the guy, to kill him," he said.
Mr Small said the victim, who was working across the road, remained in his vehicle during the alleged attack.
"He stabbed all four tires so he couldn't leave," he said.
"He's banging his machete on the driver's window saying I'm going to kill you.
"He had like a child in the car too, a little kid in the back seat."
Mr Small said the man got back into his silver car and took off toward the Bayswater train station.
"I could tell by the state of the car he wasn't going to get far," he said.
